Blueprint Printing for Tulsa: Two-Set Paper Submittals and Job-Site Plans
Tulsa’s Building Permit Center still takes paper, and we print those sets at $1.95 a sheet in black and white or $3.75 in color, in 17×22, 18×24, 22×34, 24×36, 30×42, 36×46 or 36×48, and orders placed by 3 PM ET ship the same day to any of the 50 states. Tulsa Development Services would rather get plans electronically, but the Building Permit Center still accepts paper, and its January 2025 Residential Building Guidelines are specific: paper plans go in separated into two sets, 18×24 or larger is recommended, and the approved plans have to be at the job site for inspectors. If you start on paper, the City asks you to keep revisions on paper too.
Prices (flat, 18×24 to 36×48)

Where we ship in Tulsa
We ship Tulsa sets to the Blue Dome and Brady Arts districts, Cherry Street and Brookside, Maple Ridge and Florence Park, and South Tulsa and Greenwood. We also ship to Broken Arrow, Owasso, Jenks, Bixby and Sand Springs. Each of those runs its own permit office; the guidelines here are the City of Tulsa’s.
What the City of Tulsa asks for
Tulsa Development Services encourages electronic plans but still accepts paper at the Building Permit Center. Its Residential Building Guidelines (January 2025) spell out the paper rules. From the City of Tulsa’s Residential Building Guidelines (Jan 2025) and its Plans Review page:
| Rule | What the City says | Source |
|---|---|---|
| Paper or electronic | “We encourage applicants to submit plans electronically; however, if the applicant chooses to submit paper plans, the plans must be separated into two sets.” | Residential Building Guidelines (Jan 2025) |
| Paper size | “The Permit Center will accept plans drawn on any size paper; however, we recommend that the plans be drawn on 18” x 24” or larger paper.” | Same |
| Plan quality | “Plans must be clear and legible, reproductions of the original, on substantial paper.” “Blueprints, photocopies, ink drawings, or electronic plans are acceptable. Pencil drawings are not acceptable.” | Same |
| Scale | “The recommended scale for the plans other than site plans is ¼” = 1’.” | Same |
| Stick with one method | “Be consistent throughout the project with whatever submittal method you choose to use (i.e. if you submit paper plans initially, don’t submit electronic revisions).” | Same |
| Job site | “Your approved plans will need to be at the job site and available to the City’s inspectors.” | Development Services, Plans Review |
| Keep them | “Copies of your permits, receipts, and approved plans are important documents.” | Residential Building Guidelines (Jan 2025) |
Here’s how that shapes the order:
- Two sets, 18×24 or bigger. Paper submittals go in as two sets, and the City recommends 18×24 or larger. 18×24 costs the same as 24×36.
- Quarter-inch scale reads best at full size. Tulsa recommends ¼” = 1′ for plans other than site plans; print at the size the PDF was drawn so the scale holds.
- Paper start, paper revisions. If you submit on paper, the City asks you not to switch to electronic revisions. Order the revised sheets on paper too, in the number of sets the City asks for.
- Order one more set for the job. Approved plans need to be at the job site, and the City calls approved plans important documents worth keeping after the work is done.
Tulsa recommends 1/4″ = 1′ for plans; see what quarter-inch scale means and how to print a PDF to scale.
We print your PDF on white 20 lb bond with nothing rescaled. Tulsa Development Services and your designer decide the copies and the submittal method, so confirm with them first.
