Wet Stamp vs. Digital Seal: How to Print Sealed Plans the Right Way

Short answer: a wet stamp is a physical seal and an ink signature on the paper itself. A digital seal is placed in the file and signed in ink or with a verifiable digital signature. If the PDF is digitally signed and sealed, print it as is. If the reviewer wants wet stamps, print the set first, then the licensed professional seals and signs the paper copies.

A permit office or owner asks for “sealed drawings,” and the engineer sends a PDF. Can you just print it? Sometimes yes, sometimes the paper set has to be stamped and signed by hand. Here’s the difference and how to print each kind without redoing the set.

Order prints: upload your PDF, pick size and color, and check out. Or start from the homepage.

What the model rules say (engineers and surveyors)

NCEES, the national council of engineering and surveying licensing boards, publishes Model Rules that many state boards borrow from. They are a model, not law in any state. The August 2026 edition, section 240.20 “Seal on Documents,” says:

  • Final drawings, plans, specifications and calculations presented to a client or public agency carry the licensee’s seal, signature and date of signing.
  • Preliminary or working drawings don’t need a seal if they say, in large bold letters, something to the effect of “PRELIMINARY, NOT FOR CONSTRUCTION, RECORDING PURPOSES, OR IMPLEMENTATION.”
  • A multi-sheet set has the first or title page sealed and signed, and each sheet sealed and signed by the licensee responsible for it.
  • The seal and signature are placed so they reproduce when copies are made.
  • Three accepted methods: (1) a physical seal and a handwritten ink signature (the classic wet stamp); (2) a digital seal with a handwritten ink signature; (3) a digital seal with a digital signature.
  • A digital signature must be unique to the person, verifiable, under their sole control and linked to the document, so any change to the file invalidates it.
  • A hard copy printed from the signed file shows a facsimile of the signature and seal. Any alteration to the file voids it.

Architects are licensed by separate state boards with their own seal rules, so check those too.

Which one do you have?

What you receivedWhat it means for printing
PDF with a seal image and a digital signature you can verify in your PDF reader Print the file as is. Don’t edit, flatten, combine or re-save it, because changes can invalidate the signature.
PDF with a seal image and a scanned or typed signature Ask whether that’s acceptable to the reviewer, or whether they want wet-signed paper
PDF with no seal (“Preliminary,” “For review”) Fine for review or pricing sets. Not a sealed set
Reviewer asks for wet-stamped or “original” signed sets Print the sets, then the licensee seals and signs each paper copy

Keep the digitally signed PDF as the record. The printed copy shows the seal, but the proof that the file wasn’t changed lives in the file.

How to print a wet-stamp set without a redo

  1. Get the final PDF first. Seals go on final documents, so confirm the revision in the title block before printing. See printing revised sheets if only a few sheets changed.
  2. Leave room for the stamp. Most title blocks have a seal box. Don’t print “fit to page,” so the box and the scale stay true.
  3. Count the stamped copies. Each paper copy that needs an original seal needs its own physical sheet. Check how many sets the permit office wants: how many plan copies for a permit.
  4. Ship to the person stamping. Send the sets to the engineer’s or architect’s office if they’re stamping, or to yourself if they’ll come to you.
  5. Keep one unstamped set if you need a working copy. It’s clear it isn’t the sealed record.

What we do and don’t do

We print your PDF exactly as uploaded, including any seal image and signature on it. We don’t stamp, seal or sign drawings, and we don’t file permits. Sealing is the licensed professional’s job. More on permit sets: what is a permit set and permit set printing.

What a sealed set costs to print

Printing only, before shipping, at $1.95 per sheet in black and white and $3.75 in color, the same price at all sizes (18×24 to 36×48), on 20 lb bond paper:

FAQ

What is a wet stamp?

A physical seal pressed or stamped on the paper with a handwritten ink signature, done by the licensed professional on each copy that needs it.

Is a digital seal as good as a wet stamp?

Under the NCEES Model Rules, a digital seal with a digital signature is one of three accepted methods. Each state board sets its own rule, and some offices still ask for wet-signed paper, so check first.

Can I print a digitally signed PDF?

Yes. Print it as is. The paper copy shows the seal and signature. Keep the signed PDF, because that’s where the signature can be verified.

Do you stamp or seal drawings?

No. We print your PDF as uploaded. Sealing is done by the licensed engineer or architect.

Does every sheet need a seal?

Under the model rule, each sheet is sealed and signed by the licensee responsible for it, and the title page by the licensee in responsible charge. Your state’s rule may differ.

What file do I upload?

A PDF. We print it to scale, exactly as uploaded. Need to print from another file type? Email us at support@printmyplans.com.

Printing it

When the final PDF is ready, upload it on the order page, choose the size, black and white or color, and the number of copies, and check out. Order by 3 PM ET, ships same day, arrives as soon as the next day. If we make a mistake, we reprint and ship it free of charge.
