Blueprint Printing for California: Permit Sets Under the 2025 Title 24 Code
California plan sets print at $1.95 a sheet in black and white or $3.75 in color, in sizes from 18×24 to 36×48, and orders placed by 3 PM ET ship the same day to all 50 states. California’s building code is Title 24, published by the Building Standards Commission every three years and enforced by cities and counties. The 2025 edition took effect statewide on January 1, 2026: permit applications submitted on or after that date have to comply with it, while earlier applications stay under the 2022 code. Local amendments only count if they’re ratified and filed for each new edition.

What California’s Building Standards Commission says
California’s building code is Title 24, which the Building Standards Commission (CBSC) publishes every three years and cities and counties enforce. The CBSC’s July 2025 bulletin sets out the switch to the 2025 edition. In the Building Standards Commission’s own words (Information Bulletin 25-01):
| Rule | What the Commission says | Source |
|---|---|---|
| Effective date | “January 1, 2026, is the statewide effective date for the 2025 California Building Standards Code” | CBSC Information Bulletin 25-01 |
| Which code applies | “all applications for building permits submitted on or after January 1, 2026, are subject to compliance with the 2025 California Building Standards Code.” | Same |
| Older applications | “The 2022 California Building Standards Code remains in effect and is applicable to all plans and specifications related to construction performed where the application for a building permit is received on or before December 31, 2025.” | Same |
| Who enforces | “State law mandates that local governments enforce these regulations” | Same |
| Local changes | “Local ordinances that amend Title 24 building standards are subject to requirements of California law and must be ratified and filed for each triennial edition of Title 24.” | Same |
What that means for your order:
- Check the code edition on the cover sheet before you print. A set drawn to the 2022 code and filed after January 1, 2026 falls under the 2025 code, so the designer may need to revise sheets first. Print the revised PDF, not the old one.
- Each city still sets its own copy count and format. The state sets the code; the building department decides how many sets, what size and whether it takes paper at all. Our California plan submission requirements page quotes 19 cities’ own rules.
- Reviewed online? Print the approved set for the site. Print the approved PDF at full size for the job site.
- Energy and landscape sheets can go in color. Color sheets are $3.75 and go on their own line item in the same order; the rest of the set stays black and white at $1.95.
Print at 100% so dimensions measure true (how to check). City pages: Los Angeles, San Diego, San Francisco.
We print your plans on white 20 lb bond exactly as uploaded. Your local building department and design professional decide what’s filed and which code edition applies, so confirm with them first.

Does my 2025 application have to meet the new code?
The Commission says the 2022 code still applies where the permit application was received on or before December 31, 2025. Confirm with your building department which edition your permit is under.

It depends on the city. The state sets the code, and each building department sets its own submittal rules. Our California plan submission requirements page lists 19 cities’ own rules.
Can you print Title 24 energy sheets in color?
Yes. Color is $3.75 a sheet and black and white is $1.95, at every size from 18×24 to 36×48. You can mix both in one order.
Does my 2025 permit application use the 2022 or 2025 code?
CBSC says applications submitted on or after January 1, 2026 are subject to the 2025 code. Earlier applications stay under the 2022 code. Ask your building department if you’re unsure.
