How Many Plan Copies Does an NJ Zoning or Planning Board Application Need?
A building permit usually takes two sets of plans. A zoning board or planning board application takes far more. Barnegat’s site plan package asks for 22 sealed site plan sets plus 20 architectural sets. Long Beach Township’s Land Use Board wants an original with a raised seal, 15 collated board packets, and a copy each for the board attorney and engineer. The New Jersey construction code’s floor of two paper copies (N.J.A.C. 5:23-2.15(f)1) is for construction permits. For board applications, the count comes from each township’s own checklist.
Below are the counts from the board checklists of the towns we already cover in Ocean, Monmouth and Middlesex counties. Several split the submission in two: a few sets to start, and the rest once the application is deemed complete.

County review can add its own sets. Toms River’s and Brick’s checklists ask for proof of an application to the Ocean County Planning Board, and Howell’s asks for 3 copies of the application sent to the Monmouth County Planning Board. The Ocean County Planning Board’s site plan checklist asks for 3 signed and sealed plats or site plans plus 1 digital copy. Its digital rules ask for a black-and-white PDF at ARCH D (24×36), or ARCH E (30×42) if necessary. The Monmouth County Development Review Committee’s checklists ask for 2 signed and sealed sets plus a digital copy.
Our free NJ permit plan-copy dataset lists permit and board counts for 15 NJ towns, 13 of them in the table above, with a link to each document. For the permit counts in the four larger Middlesex towns, see our guides for Edison, Woodbridge, Old Bridge and Piscataway, or browse all town guides.
Read the checklist for your exact application
The count changes with the type of application, even inside one town:
- Barnegat asks 22 copies for site plans and subdivisions but 16 for a single-family bulk variance.
- Lacey asks 12 sets for a Zoning Board variance and 14 for a Planning Board major site plan.
- East Brunswick asks 12 copies of the plan for a bulk variance and 15 complete sets for a site plan.
- Old Bridge’s checklist asks for 2 folded sets for a bulk (C) variance but 8 full-size and 16 reduced sets for a use (D) variance.
- Woodbridge asks 10 surveys and 5 sets of building plans for a single-, two- or three-family detached home variance, and 12 of each for multifamily, commercial and industrial uses.
- Piscataway’s 2023 variance checklist asks for 14 surveys and 3 sets of building plans, while its older 2014 filing procedures ask for 14 folded plan sets with every application. Ask the board secretary which count applies before you print.
- Middletown and Howell take a few sets first, then ask for the rest once the application is deemed complete. Brick’s application says the secretary will tell you how many more sets to send.
- Jackson sets its numbers in the township code rather than a checklist: 18 sets of the application with 11 sets of plans.
Some packets are years old. East Brunswick’s checklists are 2017 and 2019 files, Old Bridge’s are 2018, Piscataway’s filing procedures are a 2014 file (its variance checklist is from 2023), New Brunswick’s guidance is from 2015, and Sayreville’s application is a 2019 scan. Confirm the count with the board secretary before you print a big order.
Reduced copies
Several boards ask for some copies at a reduced size. Toms River wants reduced sets five days before the meeting, Howell asks for 10 reduced copies once the application is complete, Manalapan asks for 10, Lacey splits each set into 3 full-size and the rest reduced, and Old Bridge asks for 16 reduced sets on top of 8 full-size for site plans and use variances. Those reduced copies are smaller than the sheets we print, so plan for them separately. We print the full-size sets, 18×24 to 36×48.
Sheet sizes
Where a board checklist names a sheet size, 24×36 and 30×42 come up most:
- 24×36 or 30×42: Brick’s site plan checklist, New Brunswick, Howell, and Manalapan’s plat sheets.
- 24×36: Toms River’s Schedule A. Its Schedule B allows sheets up to 30×42.
- No larger than 24×36: Edison’s site plan packets, and Old Bridge’s site plan checklist. Old Bridge’s full-size board sets are 24×36.
- 8½×13, 15×21 or 24×36: Piscataway’s site plan checklist, which also says a set’s drawings should all be the same size.
- 15×21, 24×36 or 30×42: Berkeley’s Zoning Board checklist.
- Between 15×21 and 30×42: Lacey’s Planning Board site plans.
- ARCH D (24×36), or ARCH E (30×42) if necessary: the Ocean County Planning Board’s PDF rules.
We print 18×24, 24×36, 30×42, 36×46 and 36×48, which covers the 24×36 and 30×42 sheets these boards name. 8½×13 and 15×21 are smaller than the sheets we print.
Print at the size the sheets were drawn so the scale holds.
Folded, not rolled
Board sets usually go in folded:
- Barnegat: “All plans/maps must be FOLDED, not rolled.” The site plan checklist adds “folded with Title Block revealed.”
- East Brunswick: plans “collated, stapled, folded to a dimension not to exceed 10″ x 12″.”
- Lacey: “Collated & Folded” sets.
- New Brunswick: “folded, signed and sealed copies.”
- Sayreville: “fifteen (15) sets of folded plans.”
- Edison: “Sixteen copies of FOLDED complete plans” for a variance; site plan plats “must be folded.”
- Old Bridge: “plat/plans (folded)” on both checklists.
- Piscataway: “14 sets of duly executed, folded plans” with every application.
- Long Beach Township: board member packets go in “COLLATED.”
Our prints ship rolled in a protective tube, so plan to fold and collate the sets yourself before you file. Fold each sheet so the title block faces out, which is what Barnegat asks for. Our guide to folding and rolling blueprints shows how.
What a board set costs to print
Every size from 18×24 to 36×48 is the same price per sheet: $1.95 in black and white and $3.75 in color, with no setup fees, rush fees or minimum order. Shipping is extra, based on the package weight, and shown at checkout. Multiply the sheets in one set by the number of copies the board asks for.
Example 1: Long Beach Township variance. Say your variance plan is 1 sheet and your architectural plans are 3 sheets. Print 18 copies: the original your professional signs and seals, 15 board packets, and one each for the board attorney and engineer. That’s 18 × 4 = 72 sheets × $1.95 = $140.40 in black and white.
Example 2: Barnegat preliminary and final major site plan. Say the site plan set is 12 sheets and the architectural set is 6. The package asks for 22 site plan sets and 20 architectural sets. That’s (22 × 12) + (20 × 6) = 384 sheets × $1.95 = $748.80 in black and white. With WELCOME20 on a first order, the printing comes to $599.04, since the code takes 20% off printing but not shipping.
The sheet counts in these examples are only illustrations. Use your own set’s page count in the plan printing cost calculator to get your number.
Getting the sets printed
Upload the PDF on the permit set printing page or the order form. Pick 18×24, 24×36, 30×42, 36×46 or 36×48, and set the number of copies your board’s checklist asks for. Same price, all sizes (18×24 to 36×48). Every size is $1.95 a sheet in black and white and $3.75 in color. Order by 3 PM ET, ships same day, arrives as soon as the next day. New customers can take 20% off their first order with code WELCOME20, which can’t be combined with other codes.
