Lacey Township (Forked River) Permits: Flood Review, 3 Sealed Plot Plans, and a Set for the Tax Assessor
Lacey’s Local Flood Hazard page says it directly: “Our lagoon communities and neighborhoods near the Barnegat Bay are subject to tidal flooding.” That’s why a lot of Lacey permits include a flood review alongside zoning and engineering, and the flood review has its own copy list.
What to print, by project
From the township’s engineering requirements sheet, the 2026 Zoning Permit Application, the Flood Application and the Building Department page:
| New house or addition | In-ground pool | House raise or substantial improvement (flood review packet only) | |
|---|---|---|---|
| Sealed survey | 1, recent “within the past 2 years” | 1, within 2 years | – |
| Sealed plot plans with grading plan | 3 | 3 | 1 copy of plot plan |
| Architectural / foundation plans | 1 set to the Tax Assessor; 2 to the Building Dept. | 2 to the Building Dept. | 1 copy |
| Elevation certificate | – | – | 1 copy, if available |
| Soil borings | – | – | 1 copy, if available |
| After foundation | 2 sealed foundation location surveys | “No foundation location required for pools” | – |
| At the end | 2 sealed final as-built surveys | 2 sealed final as-built surveys | 1 final as-built + finished construction elevation certificate |
| Township Engineer review fee | $500 | $500 (+ $100 zoning) | – |
The plot plans have to show the grading, the proposed location, and the zone designation and requirements.
The Tax Assessor set
New houses need one extra set that people tend to forget. The engineering sheet says “a set of building plans will have to be submitted to the Tax Assessor’s office, for Affordable Housing Development Fee Assessment. This is a prior approval and building permits will not be issued without this fee paid.” The final fee is due before the CO. The Tax Assessor’s office is at 609-693-1100 ext. 2284.
Flood review: the copy list
The Flood Application splits flood review into two kinds of work:
- New dwelling, alterations, house raise or substantial improvement: 1 copy each of the plot plan and the architectural and foundation plans, plus the elevation certificate and soil borings if you have them.
- Accessory structures or minor construction: 1 copy of the plot plan, the architectural and foundation plans and elevation certificate if available, and a detail of the equipment platform and anchoring for sheds, decks and any equipment below the local design flood elevation.
- Final flood review for the CO: 1 copy each of the final as-built survey and the finished construction elevation certificate. If you’re in a V zone or have breakaway walls, add a V Zone Certification signed and sealed by an architect or engineer.
The Building Department page adds that in an AE flood zone you’ll need a Flood Elevation Certificate “signed and sealed by a New Jersey Licensed Surveyor.” Get the required floor and equipment elevation for your lot from your surveyor or the Zoning Office.
Construction permits
The Building Department page says: “Two sets of plans are required when applying for a permit. These plans may be drawn by the homeowner or sealed plans prepared by a New Jersey Licensed Architect.” Once zoning approves, the department “has 20 business days from the date of approval to process the building permit,” and up to four subcode officials may review the plans.
Smaller jobs
For decks, sheds, fences, pergolas, generators and similar work, the zoning application wants a “plot plan or survey marked to adequately depict the proposal.” The base fee is $25 for the first structure and $10 for each additional one, under §335-79.
Who to call
The Zoning Office is at 124 South Main Street, Forked River, and the mailing address is 818 Lacey Road. Call 609-693-1100: ext. 2254 for zoning and flood, ext. 2253 for the Construction Official. The final engineering inspection is done by Van Cleef Engineering. The township tells applicants to call them directly at 732-573-0490.
Printing it
Lacey doesn’t set a sheet size, so print at the size your engineer and architect drew. Upload the sealed PDFs, choose the size (18×24 to 36×48), and check out. Pricing is on the pricing page. Order by 3 PM ET, ships same day, arrives as soon as the next day. New customers can use WELCOME20 to take 20% off their first order.
